"mornings on 2" starts now. welcome to "mornings on 2," live pictures from san leandro, where 50 people are out of their homes this morning after an apartment fire. investigators are trying to pinpoint the cause right now. you can see some of those people having to move out with some of their belongings. how the community is stepping up to help those residents. good morning.

i'm tori campbell. >> good morning. i'm dave clark. let's check weather and traffic. mark tamayo is here for steve paulson. >> good morning. it's very cold. we all know that. take a look at the numbers. these kind of surprised me. you can see clearlake oaks, 11 degrees. these are unofficial reports. you get an idea how cold it is. geyserville, 18. pes pescadero, 25. right now, it's 19 degrees in napa. widespread 20s out towards fairfield, walnut creek and livermore. san jose below freezing at 30 degrees. downtown san francisco, one of the warmer spots at 41. santa rosa in the mid-20s at 25. so obviously we've been talking all week about the freeze warning. it is in place due this morning. once again, we'll do it again. another round of very cold temperatures expected first thing tomorrow morning. we'll expect more and incoming rain that could mean a low snow level is coming up. sal has an update on traffic.

good morning to you. the traffic continues to move along pretty well. you will see a backup at the bay bridge toll plaza. it's going to be a little bit of a delay. it's about a 10, 15-minute wait before you actually drive through. the traffic is going to be northbound on 280. it will be a little bit of slow traffic here coming up to highway 17. no major problems there. the traffic continues to move along pretty well. right now, highway crews are cleaning up a diesel fuel spill following a big rig crash in san jose. it happened around 2:30 on 880 near the stevens creek boulevard offramp. the driver of the big rig told the chp he thinks he may have fallen asleep at the wheel. investigators say drugs or alcohol appear not to be a factor. back to the desk. there's developing news in san leandro. an early-morning at fire forced -- apartment fire forced dozens

of people out in the bitter cold. brian flores is outside of the building as investigators try to pinpoint the origin of the fire. >> reporter: you are exactly right. it's a very cold morning here in san leandro. luckily, the residents that were displaced, about 75 of them, that number was about 50 moments ago. but they bumped it to up. many were able to get shelter at nearby -- right across the street at san leandro high school. luckily, alameda county fire department officials and crews were able to extinguish this fire which was only relegated to a first-floor apartment unit. as we go to video, pretty heavy response from alameda county. at least six engines responded. this got up to a two-alarm fire. but because of the quick work, they were able to cancel the second alarm. still unclear how the fire started. it began on the first floor bathroom. we spoke to the tenant who lives there. he says workers were renovating there these past few days in the bathroom. it's unclear if that's expected

to how it started. we also understand a couple of people were injured. here's the battalion chief talking about it. >> we had two injuries at this fire. we had one person with chest pains and someone else that was suffering from smoke inhalation. both were treated on scene and released. >> reporter: now, again, overnight temperatures dropped very low overnight and into this morning. fire crews were able to call san leandro high school, in fact, for about 75 residents. many of them had families and kids. they were given blankets to stay warm for about an hour and a half. just about ten minutes ago, many residents were able to go back into the apartment complexes and units to go back to see how things are going. take a look at san leandro high school. where school is about to begin in a few minutes. many residents back into their apartment complexes this morning. still unclear how this fire started. we hope to have more updates later here on "mornings on 2."

we're live in san leandro, ktvu channel 2 news. happening right now -- as you heard mark tamayo say a moment ago, the bay area will see record cold temperatures today. ktvu's tara moriarty is in danville. one of the many bay area places where a freeze warning is in effect. good morning, tara. >> reporter: good morning. everywhere we are stepping, we're crunching because there's ice all over the place. this plant froze over. the sprinklers went off and the plant is completely frozen. it has ice all over it. it's about 21 degrees i'm told here in danville. napa is checking in at 19 degrees and clearlake at 11 degrees. now, businesses popping here at a local coffee shop. it has been all morning. the east bay is one of the chillier starts in the bay area. we saw temperatures in the 20s. a freeze warning is in effect for most of the bay area until

9:00 friday morning. >> i think it's a little cold all right. i think a lot of people would dismiss it because it's not california. but truckee, you don't feel it as much but here you do, the air has moisture in it. >> reporter: he's right. many flocked to stores to get blankets and we checked with the chp. no reports of black ice so far. san francisco is the only city spared from the freeze warning. there's a chance of showers late friday. we could see snow at the higher elevations. people seem excited about about that. they say there's not been a dusting for four, five years. tara moriarty, ktvu channel 2 news. the freezing temperatures

forcing two of the major bay area airports to take immediately action. this is mineta. a spokesman said they de-iced the first of several planes that took off about 6:350 this morning. they are -- 6:30 this morning. they are not sure how long this will continue. but there are no flight delays right now. oakland says two southwest airlines planes were de-iced this morning. we're waiting to get info back from sfo. we'll pass that onto you. the freeze warning is not keeping people from doing their holiday shopping. shoppers were bundled up on bay street in emeryville. some of the people we talked to say they love the winter weather. >> i think it's great. i think it feels refreshing. >> now, business has listen brisk at christmas tree lots, despite the plunge in temperatures. well, if you think it's cold here in colorado, temperatures are below zero.

it hit 3 below zero in denver overnight. people are being advised to stay off the roads, delay running errands, the town of erie even canceled the holiday parade, which normally attracts thousands of people. check regularly with ktvu.com for weather updates including alerts and warnings. there are forecasts for your neighborhood. we just received some new information about the deadly police shooting in stockton this morning. we first reported it on the morning news. police say they tracked a homicide suspect from the san jose area to stockton. the chase ended when the suspect's car stalled and then stopped on interstate 5. police say the suspect got out of the car and pointed a knife at them. one officer then shot and killed him. now, that part of interstate 5 was closed down for several hours. it's customary for the police officer involved to be placed on administrative leave. san jose police are

searching now for a suspect who broke into a police officer's car and stole his badge. this happened yesterday afternoon while the officer's car was parked at alum rock park. the san jose mercury news reports the police are concerned because someone may have stolen the badge so they could impersonate a police officer. if you think you have been stopped by someone impersonating a police officer, call 911. sonoma county supervisors have approved a plan for cameras. this follows the deadly shooting of a teenager with a bb gun in santa rosa. supervisors approved a plan to spend $250,000 on lapel cameras for all of the county deputies. supervisors expressed support for a task force to review police training on use of force. back in october, 13-year-old andy lopez was shot and killed by a sheriff's deputy who mistike the bb gun for an

assault rifle. the shooting has led to numerous protests in the latino community. a 16-year-old student has been arrested after police say he brought a loaded rifle to his high school in san francisco. the incident happened tuesday afternoon at phillip school on mansel street. a teacher found the weapon after searching an unattended backpack left in the school's wellness center. the teen has been looked on july hall on multiple weapons charges -- juvenile hall on multiple weapons charges. b.a.r.t.'s board of directors will take another look at the police shooting that started a nationwide controversy. an auditor will present his forms on the oscar grant shooting. patrick oliver has been conducting the review monitoring recent changes in training after that shooting in

january of 2009. police officer johannes mehserle was later found guilty of involuntary manslaughter. the bart board will meet behind closed doors to talk about the contract crisis. b.a.r.t.'s two biggest unions have filed a lawsuit against b.a.r.t. that claims b.a.r.t. broke state law. it approved a contract without a key provision. the unions claim the board was legally obligated to either accept or reject the entire court, not just eliminate the costly paid family leave clause. b.a.r.t. says the lawsuit will only drag out this labor dispute. the board could talk about the latest meltdown on the tracks. a crowded train was forced to stop right in the middle of a tunnel during yesterday morning's commute. we'll find out what's being blamed for that problem -- coming up for urat 7:30 -- coming up for you at 7:30. an early-morning house fire in benecia. the passerby who is being

welcome back. 7:14. arizona's department of forestry fined more than $500,000 for safety violations that led to the death of 19 firefighters. osha investigators handed down the fine after determining that forestry officials put the protection of homes and property over the safety of firefighters. all but one member of the elite

firefighting unit, the granite hot spots died last june from the yarnell hill fire. >> 19 men should not have died that day. it should not have happened. if its what set up the way it -- fb it was set up the way -- if it was set up the way it should have been and the procedures were followed, this would not have happened. >> officials say the investigation in the fine could have implications for fire departments all over the nation. crews in napa still at the scene of a shopping center in downtown fire. this started last night in a building behind the japanese restaurant at the shops at napa center on first street. it took about 30 minutes to control the flames. no injuries were reported. that mall has been undergoing major renovations in recent works. the investigation into the cause continues. we're finding out more about a fire that damaged the outside of a san leandro apartment building on bellview drive. firefighters put the flames out

before it spread to any apartments. however, a wall and a stairwell were damaged. firefighters say someone ignited flammable liquid outside of the building. florida state quarterback will learn whether he will be charged with sexual battery in the alleged rape of a fellow student. today's announcement from prosecutors comes after intent scrutiny of the case. the incident exactly one year ago has prompted sharp criticism of the tallahassee police department. critics say officers botched the entire investigation and failed to get the whole story. the first nba game toob played in mexico -- to be played in mexico in 16 years was postponed because of the smoke pouring into the arena. last night's game was called off after a generator malfunctioned, filled the arena with smoke. it happened about 45 minutes

before the game was scheduled to start. now the game will be played in minnesota at a later date. 7:16. an autopsy on paul walker show showed he died from injuries in the car accident. he was killed when the car slammed into a tree and burst into flames in los angeles county. his friend was driving the car and also died. walker was filming the 7th installment of the "fast and furious" franchise. universal studios has shut down production for the time being. the movie was due to be released in july. two passengers on the train in new york city on that train are preparing a lawsuit. four people were killed, dozens others were hurt when the train jumped the tracks in the bronx. lawyers for two passengers are reporting the rail road of

negligence. the engineer admitted he went into a daze seconds before the crash. investigators say the train was going almost three times over the speed limit as it entered a sharp curve. the city of san francisco is paying homeowners in the sunset to plant gardens in their front yards. many homes have concrete yards. so the city is covering the cost of removing the concrete and putting in plants. homeowners just have to pay $200 for a permit and at least five houses on each block must take part to qualify for the program. smokers in berkeley could soon find fewer places to light up. the city council has given preliminary approval to a tough, new ordinance banning smoking in apartments and condos. the ban would also outlaw smoking at fraternity and sorority houses.

the smoking ordinance could take effect as early as next pring. you know it's cold. i know it's cold. it was 26 when i left the house. sal, you are worried about black ice on the roads. >> that's right. we've had a report of black ice in walnut creek at oakland boulevard. let me show you where that is here. it's in walnut creek near the b.a.r.t. station here. right there at oakland boulevard as you get off the freeway. there's a large patch of black ice reported by the walnut creek police department and they want you to be very careful in that area because of that. just be aware it's there and they -- obey all traffic signals. that's what they say, and obviously use common sense. let's take a look at live pictures. cold, but nothing like -- no ice reported at the bay bridge toll plaza. it's backed up for a 15, 20- minute delay. the morning commute looks good on northbound 280. a little bit of slowing from ray street to 17. southbound 880 at stevens creek, they are clearing a

truck accident from the shoulder. let's go to mark. >> hi there, sal. good morning. this is a nice sight to see. it won't be extraordinarily warm but we'll come up from the lows. temperatures have been mid- to upper the past few days. napa down to 19 degrees this morning. the record to beat, 26. san francisco potentially tying a record at 40 degrees. oakland the same, mid-30s. livermore 27. it will be hard to get down to the 21. and san jose tying a record 29 degrees set pack in 1972. so -- back in 1972. a lot more numbers coming in. we have cold temperatures. take a look. still, it's 19 degrees in napa at this hour. santa rosa at fairfield, 25. some 20s out towards concord, walnut creek, livermore, 28. san jose below freezing and 30 and san francisco the warmest spot checking in at 41. you can see oakland checking in. at least this is one site in

oakland r. this one showing you lower 30s. very cold. we had a freeze warning in place this morning. and they will do it again first thing tomorrow morning and late friday morning. temperatures projected to go back down. so basically, a repeat performance as we head into friday. as far as some more very cold temperatures. lake tahoe, currently checking in. south lake tahoe at 8 degrees. as far as the cloud and rain forecast, we have another change to talk about. look what happens tomorrow evening. rain chances on the increase. the air mass warms up a little bit with this pattern developing. it will be cold enough that we could have snow in the bay area hills, especially up above 2,000 feet. the main event moves in tomorrow night into early saturday morning. most of your weekend should be dry. we could have a lingering shower in the morning. the key headline. a freeze warning in place at 9:00. 32 to 45 degrees.

records. up in napa, 19 degrees so far this morning. san francisco, 40 degrees. san jose a low of 29 degrees. here is a look at the current numbers. you can see 19 degrees still in napa. 20s for santa rosa. novato, i will say san rafael right now is checking in at 30 degrees. san francisco, 41. san jose still currently right now reporting 30. as far as the freeze warning in place for this morning, they will do it for tonight and into tomorrow morning. get ready for this evening. temperatures dropping off rapidly. that will set the stage for another cold start in the morning. we'll talk more about rain chances coming up. sal has an update on traffic and black ice. traffic is going to be affected by some of the cold temperatures. black ice has been reported by the walnut creek police department right near the b.a.r.t. station an ignacio valley road at oakland boulevard. be careful in that area. i'm sure that not all of the

black ice has been reported. that's the way things go. that's probably not the only black ice patch out there. use caution and be careful. as i move the maps, i want to show you that traffic is kind of moving fast here. 580/880, this corridor has been very slow. a lot of fender-benders and accidents on this stretch. if you drive from, let's say, 238 down to fremont, it will be quite a ride for you. 580 is also slow. let's move along to live pictures. traffic is backed up at the bay bridge toll plaza for 15, 20 minutes with in problems on the -- with no problems on the upper deck of the bay bridge. 280 northbound the commute is okay. it's a little slow. southbound 880 at stevens creek boulevard, on the right shoulder, there's a truck accident. it's on the shoulder. it may be causing a distraction to drivers in both directions. the time, 7:32. pack to the desk -- back to the desk. two people were critically hurt in a fows hire in benecia.

ktvu's claudine wong is there to tell us about firefighters pulling them out of the burning house. >> reporter: that's right, dave. i want to give you a look at where all of this happened. the fire investigating this unit is on scene. we have a better idea where all of this fire started and where it spread. this is the living room area of the home. this is the area where they say the fire started and was burning for a while before they got here. but if we come over to this end of the house, this is actually where the victims were found, in a back bedroom here in this house. one person was unconscious. one person was conscious and asking for help. we talked to the first firefighters on scene and they described what it is like when they went inside. >> when we opened up the door, it was black smoke from ceiling to floor. smoke was actually fairly cool. i wasn't getting a lot of heat. but as we started getting back to where the fire originated, we started to get some heat. we added oxygen to the building once we opened up the door. >> reporter: this was all about

2:00 this morning. a nup delivery person spotted some -- newspaper delivery person spotted some folk. one firefighter found the fire. he went to the back bedroom where he saw the bedroom door closed. went in. found a woman uncan, on the -- found a woman conscious on the floor. one man unconscious. we talked to one who pulled the woman out of the home. he was just trying to reassure her everything was gonna be okay. >> we told her, hang on. everything is gonna be okay. she was pretty delirious. >> reporter: she and her husband were both taken to the san francisco burn unit. there was also a family dog rescued from the building as well. that dog was unconscious. but was revived and is now at the animal hospital. if we come back out here live, you can see some of the debris pile that sits out in front of this home on the 300 block of larkin here in benicia.

this is what they pulled out from inside. it's still unclear how this fire started but they are saying it looked like it burned for a while before they got here before that delivery person actually spotted the smoke and they say that alert person may have helped in rescuing these two people. live here in benecia, claudine wong, ktvu channel 2 news. >> thank you, claudine. happening now -- the bay area is waking up to another morning of freezing temperatures. once again, they dropped in the 20s in the wine country and in part, of the east bay, especially concord and walnut creek. we could even see a dusting of snow tomorrow on mountain peaks above 2,000 feet including mt. diablo and mount hamilton. some people say the west coast has nothing to complain about. >> you should just man up. [laughter] >> quit complaining. >> quit complaining. >> frost blankets have been hot sellers at nurseries as homeowners try to protect plants. officials are reminding pet

owners to bring animals inside when the temperatures dip below freezing. the south bay is also dealing with a freeze warning. that's why the homeless alliance ministry is making sure people who are caught in the cold are taken care of. last night, they passed out free blankets to about 150 people at a homeless camp in a ravine below kelley park. the san jose homeless census found there are about 4700 homeless people around the city. however, shelter administrators say during the winter months, only between 800 to 1,000 beds are available every night. well, the tahoe ski resorts love the snow in the sierra. squaw valley sent us this video. new snow on the slopes. squaw received about 4 inches. alpine meadows saw more than a half foot. borkazs is calling for more on

friday and saturday. 7:36. happening today -- family, friends and classmates of a south bay teenager are in mourning. the 1-year-old died after beiting hit by the car -- being hit by a car in san jose. ktvu's janine de la vega joins us now to tell us what is planned at the high school where the teenager attended classes. good morning, janine. >> reporter: good morning, this is the intersection at branham and vista park avenue where anthony garcia was hit by ara car. there was a group of family and friends who lit candles for him and set up the memorial for him. anthony gar see garcia -- anthony garcia's family is frying to raise -- trying to raise money for his funeral expenses. relatives describe him as

humble. he died after being hit by a car while riding his back at around 7:00 on tuesday night. the driver is cooperating with police. the accident is still being investigated. this is the 25th auto verses pedestrian accident this year in san jose. that's the highest it's been in the last eight years. police are concerned about these high numbers and are not sure what's causing this. they are reminding people just to be aware, slow down, watch for pedestrians who may be in dark clothing. this memorial served as a reminder of that. in the last couple of minutes a woman stopped there. she saw this memorial. she was on her way to the cemetery because she told us that two years ago her daughter was hit and killed while she was crossing branham. you will hear from her coming up in the next hour of "mornings on 2" and what she wants done by the city of san jose. reporting live from san jose, janine de la vega, ktvu channel 2 news. >> thank you. 7:38. police in milpitas have

released surveillance video of a possible kidnapping attempt. push >> they are hoping someone will recognize the man and woman seen in this video and come forward with information. it happened around 6:00 tuesday night at the a.c. transit bus stop. police say the driver saw a man and woman fighting over a bag and then the man pulled the woman away. >> it could be boyfriend/girlfriend. it could be many things. it could be a father trying to take his daughter home. we just don't know. >> the woman is described as asian-american, in her 20s. the man police are looking for is also asian-american, in his 30s and was last seen wearing a black jacket, jeans and a dark- colored baseball hat. 7:39. happening right now -- nancy pelosi and other house democrats are holding a hearing about the expiring unemployment

benefits for 1.3 million americans. if congress doesn't act, those who depend on unemployment benefits will be cut off december 28th. this is for those who have used up six months of state-funded compensation. republicans oppose extending that federal benefit. people who want immigration reform will deliver more than 27,000 letters to congresswoman's lockran's office. the goal, to re-ignite the immigration reform debate. those letters will be delivered at 11:30 this morning. it's 7:40. the investigation continues into the latest breakdown on the b.a.r.t. tracks. engineers are blaming an electrical short circuit for yesterday morning's big problem on the train heading to the tunnel in the east bay. the emergency brakes locked up, filling the train cars with

was jogging. the teacher has not been identified fight. he taught chemistry at ben gawdy's international school. he's from texas. the shooting comes after chris stevens and three other americans were shot to death on the 11th anniversary of the 9/11 attacks in benghazi. americans have found the dangerous stolen radioactive material. it was stolen along with a truck earlier this week. it was radioactive cobalt used in the hospital. it was on its way to a nuclear waste site when gunmen stole the truck on monday. investigators don't think the thieves knew what was in that truck. now the truck has been found along with the radioactive material but the thieves who opened up that metal container that contained cobalt, well, authorities say anyone who came in contact with it could die within days. 7:47. in about an hour, the search for a missing san jose pilot and four other people will

resume in idaho. dale smith reported engine trouble last sunday and asked air traffic controllers for help in finding a place to land safely. this is video of yesterday's search teams in a remote mountain area of central idaho. several aircraft including one equipped with infrared equipment are also looking for smith, his son and daughter-in- law as well as his daughter and her fiancee. earlier in the week, crews reported hearing a weak emergency beacon but they could not hear that yesterday. 7:48. happening now -- fast-food workers all over the country, they are walking off the job demanding higher pay. ktvu's pam cook is in our newsroom now to tell us what's happening right now, pam, and how local cities are gonna be affected by this. >> well, fast-food workers in00 cities across the country are walking off the job today. that will include workers in oakland, in san jose. we have new video from new york this morning showing some of the workers. this is outside a mcdonald's in

manhattan. now, they, like other workers across the country, demand the pay be increased to $15 an hour. it's getting pretty rowdy outside this mcdonald's. this is new york this morning. fast-food companies say increasing wages as much as $15 an hour would lead to increased customer costs and fewer jobs. last month, president obama said he would back a senate measure to raise the federal minimum wage to $10.10 an hour. we're also expected to get some video later this morning, hopefully any time soon. mcdonald's workers protesting outside the smithsonian's national air and space museum. they work there under a federal contract. they are calling on the president to issue an executive order that companies doing bis with the federal government -- business with the federal government pay that wage. the workers say it's difficult

to live on 7.25 an hour which is only about $15,000 a year. now, again, protests at 100 cities across the country here in the bay area, workers are striking. planning to strike outside of fast-food restaurants in oakland, in san jose. in our next hour of "mornings on 2," we'll have more details on where and when those walkouts will take place a little later on today. reporting live in the newsroom, pam cook, ktvu channel 2 news. >> thank you, pam. 7:50. might be a little treacherous getting to some of those protests around. sal joins us now and more reports of black ice. >> that's right. we're looking at the same black ice we're talking about. but this time we have a picture of it, tori and dave, in walnut creek here on ignacio valley road at oakland boulevard. right outside the b.a.r.t. station here. you can see workers have arrived. they are trying to scrape it off or at the very least alert drivers to it here. pretty cold out there. this will be a traffic hazard. right now, it does seem as if

the crews are on the scene. we'll talk about this more a little later on. let's take a look now at the south bay. we saw that 280 was slow out of downtown. 101 is also slow this morning as it normally is as you drive through. as a matter of fact, traffic is going to be busy all the way from yerba buena all the way into sunnyvale. most of that is stop-and-go traffic. oakland, northbound and southbound 880 slow through oakland. bay bridge toll plaza backed you for a 25- -- backed up for a 25-minute wait there. the sun is up. that should raise the overnight temperatures up a little bit. it's still very cold. as you can see, nothing but clear skies this thursday morning. with the clearing skies overnight. that allows temperatures to drop off quite a bit. we had a flees warning in place right now -- freeze warning in place right now. we'll do it right on through friday morning. so basically, the same deem tomorrow morning.

this in place for the entire bay area except for san francisco. overnight lows dropping back down in the upper teens all the way to the 20s and to the lower 30s. first thing tomorrow morning. here is a look at some of the current numbers. santa rosa, 25 degrees. so very cold up in the north bay. reporting mostly clear skies. some more neighborhoods coming up for you. as we show you napa right now, 19 degrees. that's a record in napa. napa since about 9:00 last night below freezing. it's been below freezing since 9:00 in napa. santa rosa, 30. in san francisco right around the bay, not under the freeze warning, currently in the lower 40s. but a lot of low 30s around the bay itself for oakland, fremont out towards redwood city and then for the inland spots, concord in the upper 20s, at 27 degrees. more 20s to report out towards livermore, pleasonton, walnut creek. walnut creek, 22. antioch, 31. san jose reporting clear skies as well. still below freezing at 30 degrees possibly a record there

as well. mountain view at freezing. morgan hill checking in at 24 degrees. more neighborhoods with some more statewide temperatures. south lake tahoe, 8 degrees right now. it is zero at truckee. we are tracking rain chances for tomorrow. so today, of course, we're in the clear. tomorrow morning, partly cloudy skies. look what happens. rain chances on the increase by late tomorrow afternoon into friday night and it will be cold enough. we could have very low snow levels in the bay area possibly down about 2,000 feet. maybe lower in the north bay hills. here's the plan for today. we had the freeze warning in place. very cold at 9:00. by 12:00, cool and then afternoon highs on track to reach the upper 40s to lower 50s. santa rosa, 49. these numbers about the same. oakland, 51. san jose will go 50 degrees. sunnyvale, 51 and san francisco in the lower 50s as well. everybody either 48, 49, 50 or 51. another very cold morning for friday. we could be tracking rain clouds, possibly snow friday night into saturday morning.

in 1972. oakland, downtown in the mid- 30s and san jose, a 29-degree temperature tying a record, 29 set back in 1972. freeze warning in place. they will do it all over tonight through friday morning. lows back down to the teens all the way to the twets and 30s -- 20s and 30s in the morning. santa rosa checking in at 25 degrees. concord, 29. and some lower 30s. that should stay san jose 32 and walnut creek 22. san francisco one of the warmer spots at who. very cold this -- at 40. very cold this morning. rain chances for friday. more on that in a few minutes. sal is standing by. good morning. we're looking at the commute. yes, we have been talking about the black ice and it's not present on most of the bay area freeways. that's what we know. the traffic does look good. if you are driving through, no major problems. the morning commute on the westbound bay bridge, that's backed up for about a 10, 15-

minute delay. it has not been all that bad coming into san francisco out of oakland. i want to mention that in oakland, we have some slow traffic, even 580 is backed up to san leandro. kind of a long backup all the way out to the lakeshore curve. so you can see that's longer than it normally is. 580 through livermore, we've had some slow traffic. it gets better by the time you reach the dublin area. 8:01. back to the desk. we have developing news right now. an apartment fire in san leandro. now we're starting to hear from some of the people forced out of their homes and out into the cold. brian flores is outside of the building. the investigators still trying to figure out how that fire started. brian? >> reporter: yeah, that's right, dave. good morning. well, the good news, alameda county fire was able to make quick work, tenextinguishing this fire. crews will be here for the next 15, 20 minutes, they say. as for the residents, the entire complex was evacuated

but luckily, san leandro high school across the street was able to open up for them and crews were able to contain the fire to the first floor apartment building where it started. as we go to new video of the apartment building that caught on fire. it appears the fire department broke through a wall and battled the fire that way. fire officials say they did that because there was concern the fire may have spread up to other walls. this got up into to a two-alarm response. because of the quick work they were able to douse the fire quickly. still unclear how the fire started. there is a fire investigator here. but we spoke to the tenant who who lives in the apartment with his wife and two byes. he -- byes. he says workers -- two boys. he said renovations were going on in the bathroom. it's unclear if that's how it started. he woke up to a loud noise coming from the bathroom, opened up the doors and there were flames. a woman who has livered here for 35 years dash dlaved here

for -- a woman who has lived here for 35 years was shaken. >> somebody was trying to break down the door. it was early in the morning. i thought somebody was having a fight, you know, trying to knock in the door. i got up and i looked out and i saw a lot of people running on the back side from where i was. >> reporter: and again, as a precaution, about 75 residents were displayed for about an hour and a half. fire officials were able to contact san leandro high school across the street where many of them stayed in the cafeteria and were given blankets. just about an hour ago, many residents were allowed back in the at. we also understand -- at the apartment. we also understand a couple of residents were injured. the fire department says at least one person was treated for chest pain. another person was treated for smoke inhalation. fire officials say both were treated on scene and were later released. brian flores, ktvu channel 2

news. >> thank you, brian. happening now -- the freezing temperatures are forcing all three of the bay area major airports to take action. this is a live picture from newschopper2 of mineta san jose international airport. you can see quite a few planes there lined up at their gates. a spokesperson said they had to de-ice a number of planes earlier this morning belonging to delta, southwest and u.s. airways. the airport does not know how long this will continue but there are no flight delays at this time. oakland says two southwest plains were de-iced this more -- planes were de-iced this morning while sfo de-iced one plane. this happens a lot at airports in the north. but not too often here in the bay area. we're tracking record-cold temperatures all over the bay area this morning. tara moriarty, do we know where the water came from to create this black ice.

>> reporter: it looks like the middle of of the road way. the -- of the roadway. if we pan to the left, you can see where this white box is. they think it's coming from underground. it's creating a mess. the traffic is backed up. we're near the b.a.r.t. station. this is at ignacio valley road and oakland boulevard. folks have to be careful. we want to show you video that betook earlier this morning when we were in danville. it's now 21 degrees there. we've had a bunch of frozen plants. it was so icy on the sidewalk that the crews actually taped it off to prevent anyone from slipping. temperatures in the east bay dipped in the 20s overnight. same in the south bay and the north bay. a freeze warning is in effect for just about everywhere except san francisco until 9:00 friday morning. >> it was freezing.

i put on five sweaters an my robe and was walking around the house. >> my car was covered in frost. i actually slid around on the ice. >> it was from when they ran the sprinklers last night. >> crazy. >> reporter: many people flocked to hardware stores for frost blankets to protect the pipes from bursting and pets and pants, should -- plants should be brought indoors. there's a chance of showers late friday. we could see some snow at those higher elevations. we did find some reports of black ice, 280 at highway 92 near san mateo as well as in san bruno, 280 at crystal springs, where there was a solo vehicle spinout. want to take it easy out on the roadways. i'm tara moriarty, ktvu channel 2 news. if you think it's cold here in colorado, temperatures are

with the suspect stepping out of his car and pointing a knife at officers. one officer then shot and killed him. a stretch of southbound i-5 was shut down for hours this morning as authorities investigated what happened. san jose police are searching for the suspect who broke into a police officer's car and stole his badge. it happened yesterday afternoon while the officer's car was parked at alum rock park. the san jose mercury news reports police are concerned someone may have stolen the badge so they could impersonate an officer. if you believe you have been stopped by someone impersonating a police officer, you are asked to call 911. 8:09. sonoma county supervisors approved a plan for sheriff's deputies to wear cameras. this after the deadly shooting of a teenager with a bb gun in santa rosa. supervisors approved spending $250,000 for lapel cameras for all of the counties' patrolled

deputies. you remember back in october, 13-year-old andy lopez was shot and killed by a deputy who mistike his bb gun for an assault rifle. that led to several protests in the community. a 16-year-old student was arrested after police say he brought a loaded rifle to his high school in san francisco. that happened tuesday afternoon at phillip school on mansel street. a teacher found the weapon after searching an unattended backpack left in the school's wellness center. that teenager was booked into juvenile hall on several weapons charges. 8:10. happening today, in one hour, the board of directors takes another look at the police shooting that set off a nationwide controversy. an auditor will present his report on the reforms made since the fatal shooting of oscar grant nearly five years

ago. former cleveland police chief patrick oliver is conducting the review. he's been monitoring the recent changes in police training following the death of grant at the fruitvale station on january 1st, 2009. johannes mehserle was later found guilty of involuntary manslaughter. also today, the b.a.r.t. board will meet in a closed- door session to discuss the contract's crisis. the two unions have filed a lawsuit against the transit agency. it claims b.a.r.t. broke state law when it approved a contract without a key provision in it. the unions contend the board was legally obligated to either accept or reject the total contract, not just eliminate the costly paid family leave clause. bart management says the lawsuit will only drag out this labor dispute. the board could discuss the meltdown on the tracks during

an autopsy on paul walker shows he died from injuries he suffered in last saturday's car crash and fire. the car walker was riding in slammed into a tree and burst into flames in los angeles county. his friend driving was also killed. walker was in the process of filming the 7th installment of "the fast and furious" franchise due to be released in july. but universal studios has shut down production for the time being. two passengers on that train that derailed last week in new york city, they are preparing a lawsuit. four people were killed. dozens were hurt when the train jumped the tracks in the bronx sunday morning. lawyers for the two injured

passengers were reportedly accuse the commuter railroad of negligence. the train engineer has admitted he went into a daze seconds before the crash. investigators say that train was going almost three times over the speed limit when it entered a sharp curve. it's 8:15. another leaked document from edward snowden reveals a massive program by the national security agency to track the location of cell phones around the world. according to "washington post" they are gathering 5 billion records a day on the location of cell phones oversee seas -- overseas. the nsa's tracking program may be the reason that president obama is not allowed to have an iphone. there may be concern that phones could easily reveal his location. apple's smartphone is a favorite of nsa agents because

iphone's operating system has 38 different features that can be tracked. 8:16. more incriminating allegations against the mayor of toronto, rob ford. newly-released court documents indicate gang members may have had a video of mayor ford smoking crack cocaine. the documents describe wiretap recordings of gang members talking about black mailing the mayor. reportedly police did recover a copy of the video from a laptop computer. the man accused of a deadly shooting in san francisco over a popular gaming system is due back in court on monday to enter a plea. 21-year-old ronnie collins made his first court appearance yesterday. he's accused of killing 22-year- old ikkenna uwaka. they were meeting so ronnie

collins could buy the playstation. prosecutors say that the victim tried to push the gun away before he was shot and said he offered to give him the playstation. >> the defendant said nah, shot him twice in the lower abdomen. >> collins is being held on $5 million bail. the plan to put artificial turf on the soccer fields near san francisco's beach chalet can move forward. a judge dismissed a lawsuit by parents and environmental groups that tried to block the new turf. they said the turf could be toxic to children. opponents say they are likely to appeal the judge's decision. the park's department says the renovation of the fields will start next year and they will reopen in 2015. 8:18. today the a.i.d.s. memorial quilt is back here in the bay area. the quilt honors more than

gate park. oakland, 34. that's downtown, breaking the record of 35. san jose tying a record, 29 set back in 1972. freeze warning in place right now. then it goes into effect tonight right through friday morning for most of the bay area excluding san francisco. overnight lows tomorrow morning into the teens, 20s and to the lower 30s. current temperatures stepping outside the door right now, we have some 20s for concord, walnut creek, napa has been below freezing since 9:00 last night. san francisco downtown 42. coming up we'll talk more about the freeze warning and rain chances and possibly snow chances as we do head into friday night. sal has an update on traffic. we're looking at the commute. still a little bit of slow traffic here and there. i want to mention that 680 southbound approaching fremont right after the mission boulevard south exit you will see slow traffic. that sticks with you into san jose. also looking at 80 westbound coming up to the bay bridge toll plaza, it's going to be slow.

it's still slow in richmond and emmer is retoe heading down to -- el cerrito heading down to berkeley. on the marin county commute -- i think i went too fast there -- southbound 101, traffic a little bit slow in the san rafaelary yay. the -- san rafael area. the traffic light is malfunctions at richardson off lombard and that's reportedly making traffic slow on doyle drive. let's go back to the desk. new in morning, firefighters still searching for the cause of an early- morning fire in benecia. it left two people critically hurt. ktvu's claudine wong is there now to tell us about the firefighters who pulled them out of that burning house. claudine? >> reporter: yes, heroic efforts being talked to about this morning. in the last hour, some things have changed. they put up the fire line cape to keep people from the scene. the fire marshals are here. police are here. the stretch of larkin remains blocked off as they try to figure out what left two people

critically injured. we did talk to two firefighters who described the res u efforts -- rescue efforts. >> you couldn't even -- when we originally opened up the door, if you were to physically look, it looked like a black curtain immediately in front of us. >> reporter: you had this in your hand? >> yes. i went in, in front of my firefighter, went in, scanned the room and made a left-hand turn around the corner and i was able to tell where the fire was located. about the time i opened the up the door, i -- opened up the door, i got a report that there were two people possibly inside the residents. as i opened up ther to, i -- opened up the door, i found a downed female. disoriented. >> she was kind of moaning, growning a little bit. she was definitely conscious, sort of gasping for air. scooped her up and brought her outside. >> reporter: she was conscious

but an elderly man also found inside was not. both were taken to the hospital and then taken to st. francis's burn unit. a dog was rescued from the home. he was revived. he's in an animal hospital being cared for. back here live, the bedrooms where the victims were found are in the back part of the house. as we pan to the left, we can show you where the fire was. it was in the living room of the home. firefighters have been in and out of there all morning as their investigation continues. they say at this point, nothing appears to be suspicious but they are still trying to get to the bottom of this. they say they won't likely have any word on a possible cause until later today. live in benecia, claudine wong, ktvu channel 2 news. happening now, it's another morning of freezing temperatures. once again, temperatures dropped into the 20s in the wine country and in the east bay and concord and in walnut

creek. tomorrow, we may even see dusting of snow on mountain peaks above 2,000 feet including mt. diablo and mount hamilton. the south bay also under a freeze warning. that's why the homeless alliance ministry is making sure the homeless are cared for. last night the group passed out three blankets to about 150 people at a homeless camp in a ravine below kelley park. >> very cold. especially when you are walking down, you can feel the temperature drop. it gets ice cold to where your fingers hurt with gloves on. >> san jose homeless census found there are about 4700 people in san jose. shelter administrators say during the winter there are only 800 to 1,000 beds available every night. make sure you check regularly with ktvu.com for weather updates including alerts and warnings. there are also forecasts for your neighborhoods. happening today -- family

and friends of a south bay teen killed in a roadway accident are grieving. ktvu's janine de la vega joins us live from san jose where the teen's death is a latest in a series of similar tragedies. good morning, janine. >> reporter: good morning. a woman who was living on branham stopped here to talk to us about an hour ago. she says seeing this memorial out here is very difficult. that's because her daughter was hit by a car a few miles away and thinks more safety meshes should be taken -- measures should be taken here. 17-year-old garcia was a student here. grief counselors will be on hand. his family is trying to raise funds for his funeral on the website. he had a passion for art. he died after being hit by a car while riding his bike at around 7:00 on tuesday night. the driver is cooperating with police and the accident is still being investigated. this is the 25th auto/verses

pedestrian this year in san jose. that's the highest it's been in the last eight years. police are concerned about the high numbers. they are not sure what's causing this. that other san jose mother whose daughter was killed while she was crossing branham in 2011 said she wants more street lights and crosswalks put along the road. >> when my son told me, he got killed, it just broke my heart. the city of san jose really needs to do something about these people being killed in the city, especially along branham lane. i lost my daughter and now this mother lost her son. it's crazy. >> reporter: i'm joined by the family of anthony garcia who just showed up here at the crash site just a few minutes ago. i'm joined by his mother and his siblings. he was the youngest of six brothers and sisters. this is crystal garcia. what did you want to mention -- my condolences and everyone at ktvu, first of all.

what did you want to mention? >> i just know that anthony would have forgiven the person that -- i don't know what happened. it's still under investigation. he would forgive the person that hit him and then secondly, i think personally that there needs to be some type of measures as for the speed limit, possibly decreased. you can go 45 and there's been three incidents where people have died. anthony touched everyone's heart. so hard to take. it's just my little boy, my baby brother. i can't believe it. it's hard. >> thank you to everybody -- >> for supporting. >> we would like to thank everybody who came out and supported him last night in the vigil. it was really beautiful and touching to all of our family. it comforted us so much. it was so comforting. very comforting.

>> thank you so much. thank you so much. and again, this morning, they are on their way to make arrangements for anthony's memorial, again, as you heard, they are definitely breeferning his loss -- grieving his loss. reporting live from san jose, janine de la vega, ktvu channel 2 news. >> thank you. 8:38. police in milpitas have released surveillance video as a possible kidnapping attempt. [screaming] >> ma'am! >> they are hoping someone will recognize the man and woman seen in the video and come forward with information. it happened around 6:00 tuesday night at the a.c. transit bus stop on calaveras boulevard. police say the driver found a man and a woman fighting over a bag and then the man pulled the woman away. >> it could be a domestic situation. it could be boyfriend/girlfriend. it could be a father trying to take their daughter home. we just don't know. >> the woman is described as asian-american in her 20s.

the man police are looking for is also asian-american in his 30s. was last seen wearing a black jacket, jeans and a dark- colored baseball hat. the investigation goes on into the latest breakdown on the b.a.r.t. strikes. -- tracks. the emergency brakes locked up and filled the train cars with fumes. several riders then went to the hospital after being stuck on a crippled train for an hour. >> it used to be a huge problem about a decade ago but they did some fixes to the brake box and now it only happens very rarely. >> the chief maintenance officer said it will take a day to figure out what caused that electrical short circuit. fast-forward workers on strike again. ktvu's pam cook tells us why they are walking off the job and how the bay area is affected. >> reporter: we're live in walnut creek, where a bit of

the commerce department has revised the estimate of third- quarter growth upward to 3.6%. it says u.s. factory orders dropped .9% in october. the number of americans applying for unemployment benefits tumbled 23,000 last week to 298,000, nearly a six- year low. the dow is down 46. the nasdaq down 10. s&p down 6. 8:44. let's bring you up to date on some of the other top stories we're following for you right now -- about two hours ago, people who escaped a burning apartment building in san leandro early this morning, they were allowed to go back in. about 75 people were forced out of their homes and had to go into a temporary shelt her at a

high school across -- shelter at a high school across the street. one tenant thinks the fire started in his bathroom. one person was treated for chest pain. another for smoke inhalation. police in stockton shot and killed a man from the san jose area. he was wanted for attempted homicide. the suspect was chased by police from highway 99 to interstate 5. police say the pursuit ended when the suspect got out of his car and pointed a knife at officers. that's when one officer opened fire. the suspect was rushed to the hospital. he was pronounced dead. as you know, in some parts of the prayer this morning, it's cold. it's leading to dangerous driving conditions. here in walnut creek, there's black ice on ignacio valley road. it's causing some problems. ktvu's tara moriarty, you are in walnut creek and now they know what caused the black ice, right? >> reporter: crews say it was an old broken pipe that caused the problem. you can actually see where it

started and trickled down here. they cut off the left-hand turn lane. they are gonna start to clean up the salt and sand there. 280 at crystal springs, there's black ice and 290 in san mateo. it's a bone-chilling 21 degrees. in danville, overnight sprigelers watered the plants. by morning, icicles were hanging from the leaves. freeze warning in effect for just about everywhere except san francisco until 9:00 friday morning. people tell us they've been relying on their heaters to keep warm. >> we always put it on. i'm always turning it up a little bit. i'm always wearing sweaters and socks and blankets and everything. >> reporter: many people flocked to hardware stores yesterday for frost blankets to protect their pipes from freezing. there's also a chance of showers late friday.

so we could see some snow at the higher elevations. now, if we come back here live, you can actually see in front of this house, that the people have covered their outdoor plants to protect them from the frost. good idea and also keep your pets inside especially those small ones because it is bitterly cold. in napa, we had a record today of 19 degrees and clearlake checking in at 11. live from walnut creek, i'm tara moriarty, ktvu channel 2 news. >> thank you. 8:47. happening now -- fast-forward workers across the country are walking off the job demanding higher pay. pam cook is live in the newsroom. >> good morning. fast-forward workers in 100 cities across the country are participating in these walkouts including oakland and san jose. many of them going on right now. want to take you live to washington, d.c. right now. you can see a lot of activity there. protesters have been outside, very busy area. this is outside of the smith

sewn yawn's -- smithsonian's air and space museum where workers at a mcdonald's inside. you can see quite a bit of activity there this morning. i've been watching from our newsroom. workers coming up to the microphone talking about their personal hardships. they work at a mcdonald's but they are under a federal contract because they are in the museum. they are calling on the president to issue an executive order that companies doing business with the federal government pay a liveable wage. the hope is that will set an example follow other fast-food restaurants to follow. the federal minimum wage, 7.25 or about $15,000 a year. the workers want $15 an hour. that was washington, d.c. earlier in new york, you can see quite a busy scene crowded out in front of the mcdonald's right in manhattan. fast-foot companies say increasing wages to $15 an hour could lead to -- would lead to higher costs for customers and

fewer jobs. last month, president obama said he would back a senate measure to raise the federal minimum wage to $10.10 an hour. back here, workers are planning protests in oakland and san jose today. at 11:30, workers will be protesting outside of the mcdonald's at 1313 jackson street in oakland. at 12:30, workers will be outside of the mcdonald's at 1398 west san carlos street in san jose. then at 4:00 a rally and march is planned from the fruitvale b.a.r.t. station in oakland to nearby fast-food restaurants there. look for a lot of activity outside of the restaurants. senate majority leader harry reid has promised a vote on the wage hike by the end of the year. however, a measure is not expected to do well in the house where it's opposed by many republicans. reporting live in the newsroom, pam cook, ktvu channel 2 news. >> thank you. 8:49. let's check in with sal.

get you to where you need to go. how is it going? >> it's getting better. we're seeing improvement. i have a feeling we'll see that as the month of december wears on. it starts to become a lighter month. certainly maybe at the end of next week. we'll see if things start to change and then the week before christmas starts to be dead. westbound bay bridge, you can see the traffic backed up for about a 10, 15-minute delay. san mateo bridge in case you want to use that, the traffic is not all that bad on the san mateo bridge heading out to the area. 880 nearby has been slow. 680 has been slow as well on the sul noel grade -- sunol grade. kind of a light crowd heading down to san jose. i wanted to mention that traffic on the golden gate bridge a little bit slow because of a malfunctioning traffic light near richardson in front of the palace of fine arts. let's go to mark. hi there, sal. by the palace of fine arts temperatures in the 30s there.

2 million facebook, twitter g-mail and yahoo! users have had their passwords stolen. computer security experts say malware installed around the world has been stealing password and sending them to a server controlled by hackers. this particular malware keep as record of everything people type into the computer. security experts say one of the biggest mistakes people make is using the same password for everything, from their facebook page to their bank account. internet companies are investing millions of dollars to upgrade their online security. today, microsoft will announce plans to shield the services from outside fines. this follows similar moves by google, zillow, facebook and yahoo. some are calling this the snowden effect avg the revglations by edward snowden -- revelations by edward
